President's Address by Boyd Holms, P.E.
It's that time of year again, the end of summer vacation and the start of a new year for LES. It appears to be a busy year with the annual events such as the LES Golf Tournament, LSU/SU Student Function, Future Cities Competition, MathCounts, E-Week Banquet, and luncheon meetings. It is time to take nominations for the LES annual honors and awards that will be presented at the E-Week Banquet in February. The awards are:
- Waldemar S. Nelson President's Award
- Charles M. Kerr Public Relations Award
- B. Paterson Medal for an Engineer in Management
- Leo M. Odom Services to the Profession Award
- James M. Todd Technological Accomplishment Medal
- Andrew M. Lockett Medal for Civic Activities
- F. Hugh Coughlin Young Engineer Award

About the Speaker: Mr. Harrision has been with the Louisiana Professional Engineering and Land Surveying Board for 19 years. He is the senior investigator for the board as the direct of enforcement and CPD. Mr. Harrison retired fro the U.S. Air Force in 1983 after completing over 22 years of service. His last 13 years of service was as a Special Agent within the Air Force Office of Special Investigations. At retirement, he was serving as Superintendent of Operations for the OSI Office at Keesler Air Force Base in Mississippi.
Mr. Harrison has served as a member consultant of the Committee for Law Enforcement of the National Council of Examiners for Engineers and Surveyors for 14 years. He currently serves as Chairman of that committee. He was the first recipient of the Meritorious Service Award for Law Enforcement given by the National Council of Examiners for Engineers and Surveyors.

Engineer's Week Banquet
This upcoming banquet is slated to offer both the engineer and spouse an enjoyable evening of dining and celebration. Professional Practice- EBR City Parish DPW Extension of Staff by Boyd Holmes, P.E.
A topic that we will be discussion in the near future and hearing input from members is on the East Baton Rouge City-Parish Department of Public Works extension of staff selection process. Guy Leonard, P.E., who is our LES Representative serving on the EBR Engineering Selection Committee, will be updating the Baton Rouge Board on the process that the DPW recently went through for their selection of a firm to provide temporary extension of staff.
The DPW has requested input from the LES Baton Rouge Chapter for their selection process. I'm sure many people have opinions on this topic. We will be updating the membership regarding this topic at the next luncheon and hope to se you there to hear your perspective.

Chapter slate ready for election by Bart Kemper, P.E.
It is election time again. This year's ballot has some new faces as well as some familiar face. Boyd Holmes will advance as President, having been elected last year. Barry Gahagan is this year's nominee for President Elect, advancing from Vice President. Miles Williams of Sigma Consulting is our nominee for Vice President, with the primary responsibility being the monthly meetings. Craig Corie is nominated to continue as Secretary Treasurer. Gavin Gautreau is our nominee for 1st Director, advancing from 2nd Director, and Robert Degeyter is coming onboard as our nominee for 2nd Director.
You'll find the ballot with the newsletter. Please cast your votes and mail by the end of the month. I apologize for the lateness of the newsletter--difficulties with the April luncheon delayed finalizing the data.
As the LES year winds to a successful close, keep in mind next year we will still need volunteers and it is likely we will need some grass roots actions for bills in the Legislature.

Glasgow Middle takes State by Darrell Jones, P.E.
The schools representing the Baton Rouge Chapter took top honors at the State MATHCOUNTS competition held in Lafayette on March 22. The results are:

These individuals will represent Louisiana in the National competition on May 14 in Chicago. They will be accompanied for the 15th time by Claudia Allums, the first place coach. Good luck !

Commentary: Doing your duty by Bart Kemper, P.E. This January I brought forward some information about changes in the PE testing procedures, put forth in the December LES Board of Direction meeting, in the President's Address. I also provided my opinion, with supporting data, in an editorial and requested feedback.
No one came to me to disagree with my data or opinions. However, I've been made aware of discussions of ``not doing my duty" as chapter president because I expressed an opinion or did not agree with LAPELS.
I was elected by the chapter. I must have data to determine the chapter's consensus, including opinions. The dozen or so emails and calls indicated others disagreed with the changes. Further, it seems LAPELS plans to eliminate the test review rule instead of complying with it, so the issue is still ripe for debate.
This is your chapter. We must communicate, not go behind backs or circumvent disclosure. Keep your officers informed of your views so they can act on them. Otherwise, why bother with elections or representation?
